This dissertation identifies that the privatization policy implemented in Malaysia would continue to be carried on in the future as it is beneficial to many parties and help to increase economics growth in the country. Malaysia’s economy has been affected by the economic crisis, the privatization policy can help to improve the economy. The number of student in local universities will increase in the future. Therefore, there is a need for accommodation facilities among the students. The government is also encouraging foreign and local students to study in Malaysia. Many privatized projects have been delayed due to the economic crisis. Therefore, the government must assess each project carefully before accepting them in the future. There are different investment appraisal methods that can be used to assess the projects. This dissertation has been prepaid to give a better understanding of why privatization projects such as the project in this study is a good investment for both the government and the private sector. Beside that, the procedures and steps, that are taken by the government before a project is privatized is look upon in detail. The content of this dissertation has been attained through various ways: (1) intensive reading articles from various sources such as reference books, magazines, and journals. (2) By obtaining some of the information from the INTERNET. (3) By distributing questionnaires to students staying in the existing hostels in UPM. (4) by conducting interviews with the officer in charged of the project. (5) By conducting interviews with students staying in hostels in local universities. The findings indicate that the government should use as many analyses to assess a project before accepting a proposal to privatized it. Private sectors are finding it difficult to obtained loan from financial institutions. In practice, most projects do get delayed and over budgeted due to the over or under estimations of the investments by the managers involved. This dissertation concludes that the government should introduce certain new procedures and steps to analysed a project carefully. Among the recommendations on how to improve the situation are such as the following. The government can set up performance audits so that the project can be reviewed constantly, set up a particular criteria for the private sector in preparing the proposal, work along together with the private sector to overcome any problems and so on.
